Arab-Islamic Summit in Doha Calls for Reviewing Relations with Israel and Taking Legal and Economic Measures

The emergency Arab-Islamic summit in Doha concluded on Monday with the adoption of a final communiqué condemning the Israeli attack on Qatar and calling on the international community to take measures to halt Israeli violations and hold those responsible accountable.

The summit brought together leaders and representatives of member states of the League of Arab States and the Organization of Islamic Cooperation, at the invitation of Qatar’s Emir Sheikh Tamim bin Hamad Al Thani, following the Israeli attack on Doha on September 9.

The communiqué expressed full solidarity with Qatar, describing the attack as a violation of its sovereignty and a threat to regional peace and security. It also reaffirmed Qatar’s right to take appropriate measures to protect its security and sovereignty in accordance with the United Nations Charter.

Call to Review Relations with Israel

One of the most significant provisions of the communiqué was Article 15, which called on states to take all possible legal and effective measures to prevent Israel from continuing its actions against the Palestinian people.

The measures outlined included imposing sanctions, suspending the supply, transfer or transit of weapons, ammunition and military materials, as well as reviewing diplomatic and economic relations with Israel and pursuing relevant legal measures.

The communiqué also called on member states of the Organization of Islamic Cooperation to consider whether Israel’s continued membership in the United Nations is compatible with the UN Charter and to coordinate efforts concerning the possible suspension of its membership.

Gaza and the Two-State Solution

The summit rejected attempts to displace Palestinians or annex any part of the occupied Palestinian territories and called for unrestricted humanitarian assistance to Gaza and efforts toward reconstruction.

The leaders also welcomed the UN General Assembly’s adoption of the “New York Declaration” concerning the implementation of the two-state solution, praising Saudi and French efforts in advancing the initiative.

The communiqué further welcomed the two-state solution conference scheduled to take place in New York on September 22, 2025, under the joint chairmanship of Saudi Arabia and France, and called for broader international recognition of an independent Palestinian state based on the June 4, 1967 borders, with East Jerusalem as its capital.

Support for Qatari Mediation

The summit reaffirmed its support for mediation efforts led by Qatar, Egypt and the United States aimed at reaching a ceasefire in Gaza and securing the release of hostages and prisoners.

The communiqué argued that targeting Qatar, one of the principal mediators in the conflict, represented not only an attack on the sovereignty of a state but also a threat to diplomatic efforts aimed at ending the war.

The summit concluded by calling on the international community and the UN Security Council to act to prevent further regional escalation, while reaffirming the participating states’ commitment to international law and United Nations resolutions as the basis for achieving a political settlement.
